Prime Minister Kamla Persad-Bissessar announces a limited State of Emergency even before it receives Presidential assent. Police Commissioner Dwayne Gibbs learns about the State of Emergency while in Brazil, where he is attending an international crime conference. The Prime Minis­ter cites a wave of 11 murders as the reason for the State of Emergency, fail­ing again, to recognise the proliferation of illegal weapons on the streets as one consequence of the People’s Partnership’s dismantling of the national security apparatus.
